Carr was the leader of a Washington, D.C. terrorist cell during the events of The Game.
The Game
Carr's right hand man was Tarket. Another one of his men included Perez. He was involved in the plan to assassinate Vice-President Jim Prescott. Carr was killed by Chase Edmunds during a shootout in Carr's secret base, after he found out Chase was an undercover CTU agent.
